Simon Harris secures Cabinet approval to scrap ‘Triple Lock’ on military deployments overseas

It’s a mechanism that needs not only Government and Dáil support for the deployment overseas of more than 12 Irish troops, but also UN approval.

Mr Harris – and before him, Micheál Martin – argued that Big Power use of the veto at the UN Security Council has frustrated the need for a United Nationals mandate.

They have also said that it is akin to outsourcing Irish foreign policy to Moscow or Washington.

The proposals for a new double-lock, consisting of only Cabinet and Dáil approval, will now be introduced to the wider chamber.

The changes “will reinforce Ireland’s ability to pursue an independent foreign policy by removing the power of UN Security Council permanent members to veto our national sovereign decisions,” Mr Harris says.

There will be continued compliance with the “highest standards of international law,” the Government says.

Under the draft proposals, the number of Defence Force personnel that can be in peace support will also rise from 12 to 50.
